Not sure you have the whole history of all this, at least I hope you haven't.
The use of the "slut" word in this case, is meant to be ironic.
It is a protest, set off by a copper in the US, and I'll paraphrase , who said, "girls should keep themselves safe by dressing demurely and maybe staying indoors".
I think understandably, modern women felt agrieved that it was somehow their responsibilty to not inflame the loser males who might be effected.

The title is using irony, by using the word slut, as this is a word often used by said loser males, to justify their impure thoughts and or actions.

The Mullahs would be proud of those not supporting them.
