Of course not. I haven't read the thread but I doubt anyone would have made this claim.
This reminds me of the joke about two guys running from a lion and one says to the other: "Why are we running, we can't outrun the lion". The other says: "I know. I only have to outrun you". What's the point of presenting yourself in such a way that the "lion" will be attracted to you?
Not all women who dress like sluts will be raped. Not all who get raped have acted provocatively. Bit like smoking and lung cancer if you think of it. There are proven ways to reduce your risk of cancer and there are ways to reduce (I know, not eliminate) unwanted attention. Not drinking too much springs to mind.
