Bollingerbob, I just find it hard to justify that the US gov has a large demand for Uranium in Africa. I think the article is accurate in presuming that they could be interested in rare earths (which China currently controls about 97% of supply) and petroleum. I just don't see what need they would have to develop more nuclear weapons, and apart from that I can only think that they would need uranium to fuel their nuclear class vessels.
Although the points you made about the possible reasons for the DOE selling uranium may be accurate, it could simply be that the US gov has budgeted its Uranium needs for the short-long term future and is simply selling off surplus.
That being said I don't disagree that there could be demand and interest from US corporations who realise the upside potential from an ever growing domestic and international nuclear energy market.
