Institutions don't have the same restrictions as retail investors such as $500 min or fees per trade.
Also bot trading is mostly responsible for parcels under 10.
And yes in my opinion this stock is being deliberately traded in range. A tidy profit can be made with a high value trade between 7c & 8c
