    Her superior said they have other priorites other than putting up signs! That's arrogance at it's best. Time to lodge a formal complaint advising them that a lack of response will escalate it to a dispute with the ombudsman.
    The attacks have been well documented. I'm not sure if it's incidences rising, or more incidences being reported or maybe the media coverage makes it seem more regular due to people being more aware. But for the council to brush it off as not important is also ignorant. Tell them your suing because a dog bit you and the owner isn't technically liable because they had no guidance at the park and just did as the others users did, dog off leash.
    Maybe a public awareness campaign. All parks/beaches are non exercise unless stated other wise. That's an acceptable approach, though I think a sign would be no skin off their nose.
    PS: Sounds like you got a good fishing spot there. ;))
