I believe SDL's initial case was based on a single rail line with sidings. There were preliminary discussions regarding track duplication, I'm not sure how far they were progressed. It's possible this is where some extra capacity would be found.
LEG were only talking 1-2Mtpa in DSO. This equates to between 45-90 trains per year assuming a 240 car consist @ 90t/car. Probably not too difficult to find slots for 1-2 trains per week.
