This manufacturer has no idea yet how much the carbon tax will impact his business.

How could he have possibly done any calculations .. which of his inputs would be affected?

But he secretly hush hush tell someone and anonomously lets it be rumoured that his whole business will close down ... he will HAVE TO relocate to China.

The reason he does it in such a hush hush style is because everyone will see how stupid he really is.
