Maybe Arup wont request an up front payment.
Those timelines were ECT'S/Tincom's. ECT stated yesterday that they now want to move forward at a more rapid pace. Obviously whoever they engage to do a jv partnership will be equally as motivated to fast track the process - otherwise it would make no sense at all to make those statement.
