The saying "beggar's can't be choosers" is also an additive to this phrase.

There will come a time, when they should just take the money and run. Because there won't be many more opportunities like these for the TO's.

When there is no more money in the community, and the sponging off the GOV'T will no long suffice, and people want food and services. This money will stand as sufficiently appealing.
