If you are drawing a link to LYC the key difference is that ARU have been very proactive with getting their message out into the community, including setting up an office with PR people in Whyalla to answer any questions from the public. LYC on the other hand did not start any PR within Malaysia that I was aware of (I am currently living there) until the anti-Lynas protest movement was well under way.
The current issue in Malaysia is due purely to poorly informed villagers being manipulated by local politicians looking to further their own cause. It could all have been avoided with a bit of positive PR early.
