Vintage, maybe you are right but I have followed his announcements religiously and didn't hear any excitement or enthusiasm that had not been previously announced or alluded to. Maybe I have read too much into past announcements. I still believe his purpose was simply to keep our view balanced in terms of the relative importance of the two projects.
I respect your alternative view though. It is in the ear of the beholder. I don't think the regulators would find much to pin on him though.
