    Technicaly there is no redistribution of the tax, it goes straight back where it came from as costs rise to compensate for the original tax plus a small percentage added to compensate for the extra cost burden of the unneccesary transaction the profit will go to those who can claim a tax deduction for having to pay what the government may consider too large a burden at this time for at least, perhaps a decade till they can afford to install new technology as yet undeveloped to reduce their Co2 emissions, they may also if they are clever get a tax deduction or even a grant for developing that technology themselves, the government should at least be honest enough to just increase the tax burden of Mr & Mrs Average by 10% as they are in reality the only ones who will pay for this nonsense, better yet just increase the GST to 20% and use 5% of it to fund R & D into new technology we will all be better off as we won't need another 3000 public servants to do what is not needed.
