Considering the 'potential' of this stock re all the possible applications of same, actual shipping repairs will only be a part of it. i agree re drydocking being a necessary part of marine maintenance and not necessarily including welding, however i see a far more reaching field apart from this one aspect therefore the sp is based on a lot more than nms dry weld being applied in only one area or to only one type of equipment (ie ships).
