Agreed - getting rid of a bad tenant can be trouble some. But to date I have been able to sufficiently motivate them to leave. Besides which usually most bad tenants just up and leave at some point owing a couple of weeks rent. So in reality it is more about an inconvenience than anything else.

Actually there is no ceiling as the ceiling you talk about moves over time. Sure rent can't increase beyond a certain amount at a particular point in time - but that is the same everywhere. I am more than happy to accept increases in rent in line with inflation over time.
