if :

timely early intervention;

timely engage /communication /coordination/Compromise
with the local community and parliament;

pay some costs to solve the problem if need;

this Pieces of event maybe as "a storm in the tea cup" that should not be enlarged so serious and led to the government and the international authorities to intervene.
Otherwise LYC SP would surely be much higher then now, perhaps a "$4 Club party" would has finished already.LOL.
