I dont think the physical aspects of the railway construction was ever a problem for OPR. Just the cost. They still need to come up with the money. If they cant then the deal may fall over.
Who picks up the ball is anyones guess.
Yilgarn IP is probably not entirely paperweight value even if OPR gets the job done. I imagine some works would be required from PDY to link up to the rail. So it may be a handy starting point for this if its required.
