Its not $11 billion over 30 years. $11 billion is the NPV of the total payments in today's dollars. The actual cash flow over that period will have to be a lot higher over that period - have heard some suggestions it could be $40 billion or so. I guess they will keep the real figure pretty quiet to avoid embarrassing the gov.
