I dont think you quite caught my drift.
The Licenses are on delay because of the 6 steps/stages that need to be covered on the plant..an A-Z.
Perhaps the word "delay" is wrong choice of words.
ie...the Gov. might say that they need 6 months of testing the emissions/waste..so production continues,the waste builds up,gets tested for 6 mths..they gather the facts,ok..License granted.:)
