I am not sure that I agree it has nothing to do with management.
It does not appear to me that they have been able to execute any of the projects that they have announced in any of the time frames. It has been 10 years.
Just my opinion
However, with government intervention, this company is toast, since no institutions will give it money - and that is the sad reality.
It is a real shame when government money has been spent on less promising areas - but that is the reality of our political situation.
