The issue is that there are two different plants with a total of ten reactors at Fukushima. The newer reactors survived a 9.0 earthquake and tsunami and in safe, cold shutdown.
Hindsite is 20/20, but it seems that Tepco dismissed apparently known risks because of cost issues. The message from Fukushima is that nuclear power CAN be safe. I admit a bit of hyperbole with the thread title.
