Tony there needs to be some capital injection from somewhere to get the cash to to commercialise this project. if you think otherwise you have rocks in your head.
As to whether it is a cap raising or not, who knows. but CWE is above all a company that is going to need massive amopunts of $$ to get this up and running.
but once they do... damn this company could be huge..
