I spotted this article yesterday and did a quick Google of "Philip Vahia"...
It seems that he is a local government official embroiled in some "misunderstanding" with local councillors over how World Bank money should be spent.
Who knows what relationship he has with the SI opposition party or the Japanese, but I very much doubt that he doesn't have some commercial interest here.
