one would need infrastructure. Infrastructure that probably isnt invisible
And hence it would an EPA nightmare.
Same sort of reasoning why there hasnt been a dam built in 20 years - despite all the AGW harbingers of death telling us the dry is coming and we're all gonna die of thirst.
