This assumes that the shareholders are willing to sell the project for $200m. I think close to 60% of the shares are held by the top 20 shareholders. Maybe if the majority of the company was held by mum and dad investors who were happy going to sell out for a quick buck. But I doubt that PLV would get taken over through a low-ball offer.
