It doesn't go anywhere.
Whilst we are intending to cut our emissions by 5%, China will icrease theirs by 500% and India by 300%.
This will do nothing for your AGW, its just a cash grab with 'climate change' used for an excuse for the grab!
And once it goes to an ETS it will just be a money maker for financial intitutions and crooks.
