If you believe Tony Abbott you'll believe the tooth fairy exists. Tony makes stuff up out of thin air. He is wrong.

Here is what China is planning - effectively no growth in carbon emissions by 2020 and a 40 to 45% cut in emissions per unit GDP. That is, GDP to grow by about 50% and carbon emissions to stay close to no growth.

Whether China will achieve that remains to be seen. But it is a long way from the 500% increase that Abbott said. I've no idea where Abbott got his number from. My guess is he made it up.
