The coal industry will not shut down overnight because of the Carbon Tax, as costs rise eg. carbon tax, fuel subs taken away companies will look elsewhere. Mongolia does not have carbon tax, South Africa, Botswana has no tax, where is the next exploration already going. Simple economics capital flows to where can get best returns. If every country in world had Carbon Tax then no impact, thats not the case.
