Actually the way things are headed all they have to do is repeal the tax. Why presume they need to do anything?
1) There is enough of a price signal already in energy consumption, any more is unnecessarily harmful; 2) Without global agreement our efforts are just economically damaging; 3) The state of the global economy is already slowing, inflation is creeping up, things look fragile, ergo expenditures are already contracting.
