    UT...you are literally insisting on me pointing out the shortcomings of your (what you would call) "understanding"

    1) you claim that "i fail to understand waste of money"

    (after i specificaly named those investments: glee clubs, insulating shacks for votes...ie...waste)

    that to me = "fail to understand" of what i say!

    3) for an 'engineer' you seem to be in huge 'awe' with developing and infrastructure...

    if you thought about it...after some light surveying and computer drawings of a scaled map...little earthworks and some pipelaying and roadworks (which is all automatised these days...at least in nsw, don't know adelaide's outer 'sticks')...and it is done !

    most of the cost is due to outsourced 'labor' requirements of $5000.00 per hour for consulting firm here and consulting firm there (read jobs for mates here and jobs for mates there...kickbacks and all...)

    ...which in case of crown land can be done "in-house" at much lower rates...if only anyone bothered...and if insurance laws were little more flexible...
    (i think we should get rid of most solicitors in public co's...they tend to look for a reason for their own existence so things get complicated)

    ...AND if people in power with 'mates in firms' actualy saw it feasable for their private purposes !

    how does a 10 mill (or whatever number they paid for Eastern Creek) become 400 mill in a span of a year of rough works in untouched land (no old cables or pipes to worry about...just soil) ?

    so...another " fail to understand" on your behalf!

    why insist on proving your limitations to all?
