The coalition's plan is funded from the budget. That means services have to cut to use the 3.2 billion to plant trees and pay the emmissions intensive coys to hopefully change their ways.
Turnbull even says it will cost 18 Billion a year by 2050.
Is it education or health to be cut to pay for this? Noone knows as he wont say.
