Reading too much into the decisions.
Standard requirement if this type of loans are given. In this case Japanese government gave the loan to Lynas through Sojitz. So the expectation is that Japanese firms get the contracts to build it.
Similarly the case with USAID. If USAID gives loans/donations required to award contracts to US companies for the projects. Same with Australian donations will end up with Australian firms getting the contracts wherever feasible.
Nothing sinister or great. Just standard behaviour.
