An MOU is generally not legally binding, as it depicts a course of action that both parties basically 'shake hands to'. I'd say that the 'progress' would relate to the trial / testing being successfully completed first & then analysed.
So another question for anyone who turned up today would be, 'when will this testing be finalised?'.
For example, does the MOU include a 6-month trial (for instance) before proceeding to the next step (being the PO)???
