I might have read this wrong, but I thought the constraint with Cowarra was the Environmental Impact Study currently before Cooma-Monaro Shire Council.
(same problem as with Chakola project; 27/4/11 the Council granted a 12 month extension re the EIS. This has been dragging on for a least 3 years now.)
The current EIS was submitted 21/4/11. There is heaps ( no pun intended) of local opposition. If Chakola is any indication this EIS might drag on a while.
The grades of what is in the ground isn't the challenge Commissioners will face. With increasing awareness generated by Carbon Pollution Tax and the power base of the Greens getting Cowarra up and running might be tricky. It isn't way out in the Pilbara a thousand km's from the nearest population centre; the issue with always be the way it is treated and the impact on local water tracts.
