Revenues from the proposed tax are planned to be used for new programs not to pay for anything else. Will not pay for us to go into surplus , that money will come from existing sources as the economy grows , if anything the carbon tax may be revenue negative so will not help us back into surplus and the mining tax is revenue neutral so that won't either.
