The treasury publishes a report every year saying what was spent and the budget tell you the plan for next year.

As for saying that they plan to have a surplus thats great unfortunately the best laid plans can go to water if the circumstances change.

They have been a bit silly to constantly carry on about a surplus , they just should have stated we have planned for a surplus all things being equal but if circumstances change they should be willing to put the good of the country in front of any prior promise and that what they should be held to account for.

The good of the country should come before your preceived reputation .

If USA fall over and defaults if this impacts on China and we get caught up in it , decisions need to be made for those circumstances not for what was promised previously for a differnt set of circumstances.
