It is the usual that Judges hear cases that are relevant to their own expertize, not every case in general that is presented in front of them. Registrar usually appoint the judges to their cases. Judges usually don't select them as they should act totally unbiased in making their decision.

And, IMHO, they are like Barristers whom specialize in certain fields and not others.

That is based on what I know and learnt in past experience, and you should do your own research.
