It is probably more a matter of the time-scale for cash extraction that the different countries are looking at.

Indonesians probably hope to get the cash out of you right now, since once you get bali-belly, get ripped of a few times with some overpriced beads and wood carvings, and have to pay the police a bribe to get out of "trouble", you might not have any money left to come back again and might not want to. They are after the quick hit.

In Malaysia, they hoping to boil the frog slowly, and retain more of your money over the longer term. They have to since their costs are higher.

That said, as long as you are having a good time, it is probably worth it. Up to you to decide.
