2nd of September is only halfway through Ophir's think-time on Senegal, so I doubt he will have any more news on the JV or the decree. When/If asked about Senegal, maybe he can show the silde of the Elephant in the sea while he puts the cone of silence on, you know the one from Get Smart that he bought on EBay.
