The fairest way to provide any support would be to guarantee a reasonable feed in tarrif - no picking of winners would apply. I note that in Indonesia the feed in tarrif there for Panax (not sure about others) is US$96 per mw. Sure beats approx wholesale (very roughly) of $17 KwH here.
