I believe some might be missing the real message behind this announcement.

The only reason they have remained so tight with their own cash over the past 12 months is because we have yet to sign any lucrative license agreements with any partners.

Todays announcement imo is a very telling sign that they are ready to start spending simply because of a large cash injection... or license agreement expected to be announced in the very near term!
