I will go into more detail on this particular point. My initial post was a summary but I did take down lots of notes in the conversation.
What Peter Landau said is that there is NKP, Potential JV partner, various communities, lawyers, consultants and advisors, governmental departments, engineers etc... that can all have a say in the determination of the Joint Venture timeline.
What he pointed out is that NKP has done everything that they can to progress to a conclusion however there are other parties that are still discussing and possibly negotiate on certain things such as wording implications, clarification of points, additional points to the contract, to possibly re-negotiate. He did indicate that at this advance stage the issues are very minor and sees it as more of red tape.
In a way what I wrote and Rogorogers got is very similar.
It was when I started to ask questions from different angles, raise past timeline (18+ months of promises with nothing resulting) that I began to form my opinion that Joint Venture timeframe expectation should be relaxed.
Also in the conversation I tried to gather a few terms and conditions which Peter Landau did not go into. I guess this would have definitely breached confidentiality. Why did I try this even though I know I could not get an answer people may ask? To judge his tone and level of confidence in his voice. Although there were no exact Terms and Conditions disclosed however hte conviction and consistency indicated that something as happening in the backgroound but whether it will conclude in a positive manner is not known.
Rororogers says "other parties" and to me I used "red tape". What you can interpret is that at this stage the workings are out of NKP hands.
