Farmerblue, for a long time, in the 1950's, '60's, and even the 70's, we had whole communities here of European migrants from Europe after the war who stuck together and only spoke their native language....Greeks & Italians were the most prominent. They felt discriminated against, called dings, wogs, new-Australian so-and-so's.....so they felt more comfortable among their own kind. That has since changed, and all are now pretty well assimilated.....
But you'll find immigrants from African states are going through the same process.....the best way to learn a language is to mix and converse.....but how many invite these people into their homes & mix with them? Do you know any? Have you ever invited the guys over for a drink?
There you are, mate, thats why they dont speak English & keep among themselves......
50 years back I was doing a course of study where one of the students was an African from what was then Tanganika (forgive spelling), with tribal scars and all. We'd go down the pub & have a couple after lectures sometimes..and hey, never mattered how packed the pub was, we'd always have plenty of elbow room....
You'll find the next generation of these immigrants WILL be English-speaking....

Forgive the slightly off-topic, but it IS relevant to what happened...
