I think, after reading up on some of this, that it's going to scare investors off in the short and cause a headache for management in chasing up landowners.
It seems that the government will be a regulator instead of an "investor" in these projects and the full royalties will go straight to the land owners instead of the government (who will re-coup the funds through tax instead).
I can't see any major issues with it affecting the share price medium term.
