I don't think the market conditions will hold up SARCO. It will depend on how soon the Chinese want to get started on the refinery.
If need be they could easily debt fund the project for starters, and then come back to the market when conditions are better for an IPO.
That's the beauty of having Mr deep pockets as your partner.
