So what you are saying in effect Milesy is a Dictator that has major wars with the neighbor, invade other countries, gases some of their own, attacks countries unrelated to a conflict, brutally oppress any opposition and rules with only the support of a minority group, think I covered the main points is fine with you.
Selectively directs money to those foreign and domestic that support his rule. Directs funds to personal use for palaces etc while the public is still in need of basic services etc etc and so forth.

Re this rubbish again as it doesn’t surprise me at all. 20000 people and if 5% do the wrong thing that to me looks like the right amount of rubbish left behind plus some wind to blow it around.
Obviously you haven’t run an event that had 80000 people through it with bins supplied and seen the mess left behind.
CY7 and Banjar I think you are missing a couple of key points.
A legitimate government isn’t a dictatorship. Soldiers that fight for such a system are more mercenaries than soldiers whether they know that or not is another mater.
