radish, if he/she has other items up for sale then threaten to bid on these items until he honours the deal. Bid on all his/her items, win them but don't pay. They will have to pay selling fees. Its not nice, but it worked for me once and I got my money back after a year of chasing it down. Ebay won't help they have created a monster they have no control over.
