The way I see it, the environmental aspect has always been a factor with regard to establishing a coal mine here as it would be in most areas. Although we've all waited months there were really only ever 3 possible outcomes. 1.) Rejection. 2.) Approval with zero conditions.(yeah right) 3.) Approval with conditions. My understanding is that there were always rights to appeal from both parties.

I imagine the board were happy to here the word approved and expected there to be conditions. The condition process is going to take some time. In the meantime I expect the SP will find a bottom and range trade the way it has been for months. The project is more advanced than it was a week ago by virtue of the approval with conditions.
