Re TRL's you could well be right but then do not forget the SEC DEF Route IE US DEF SEC can override those TRL requirements when he wants too. Also the non lethal stuff may not need the TRL level you refer too.

By the by have heard nothing regarding this for over a year i wonder what has been going on behind the scenes
