I will need to check the announcement in Sept 2010 as I believe this is where it was mentioned about 20 mil shares. At the time the total PRR shares were less than they are now, due to the recent SPP. I believe it was 20 mil PRR shares...which may have been the driver to the SP reaching 42 cents in an anticipated listing.
