It's difficult to base your case on aircraft weight though, because you have other factors, like people going to the toilet, on board meals and drinks etc.
Also a few hundred passengers may lose 2 kg of water etc between them in just through breathing etc.
4 kg really is not much.
But there is mpotential there for someone to set up a system of check in weight and check out weight of baggage.
